Scott W. Goodin

Senior Environmental Scientist


Mr. Goodin is responsible for study design and implementation of riparian and stream investigations required for waste water, storm water run-off, and Clean Water Act Section 401/404 permits for Terra Technologies and is the senior environmental scientist for the central Missouri office. He performs riparian buffer delineations and stream assessments including Use Attainability Analyses (UAAs), Threatened and Endangered species assessments, and as the head of Terra Technologies' Education and Outreach operations he designs and delivers accredited courses for continuing education credits required for maintaining waste water treatment plant operator certification.

Prior to joining Terra Technologies, Mr. Goodin worked for the Missouri Department of Natural Resources for many years. He was involved with revising State Water Quality Standards for Missouri, permit renewal for waste water treatment plants, stream classification, and developing physical, chemical and biological assessment methods for use by State, Federal and private entities.   In addition, Mr. Goodin has successfully negotiated revisions to permit conditions for both General and Site-Specific discharge permits for municipal, industrial, mining, and agricultural operations. This included providing assistance to facilitate timely and practical resolution for violations of permit conditions. Selected relevant project experience includes:

  • Use Attainability Analysis - Statewide, Missouri Mr. Goodin was instrumental in the design and implementation of Missouri’s Use Attainability Analysis methodology for determining when jurisdictional waters met federal criteria for being “swimmable.” This methodology has successfully demonstrated where disinfection requirements for discharge of process waste water were not necessary. Mr. Goodin has overseen the review and recommendation for studies conducted statewide, and has performed such studies in all major aquatic regions of Missouri.
  • Private Conservation Lake - St. Charles County, Missouri Mr. Goodin led a team of environmental professionals in assessing the aquatic resources that might be affected or improved through construction of a private reservoir planned for fisheries enhancement, recreation and flood control. In addition, Mr. Goodin will assist in the design of conservation improvements to the aquatic and terrestrial ecosystems in and surrounding the proposed lake.
  • Clayview Country Club – Clay County, Missouri – Mr. Goodin developed the methodology for and conducted the assessment of the physical and biological integrity of a stream segment that would be affected by the creation of a country club. This information was used to aid in the determination of the stream’s hydrologic nature as part of the jurisdictional determination and to assist with the calculation of mitigation requirements.
  • Water Quality Monitoring and Assessment - Statewide, Missouri – Mr. Goodin led a team of biologists, hydrologists, and chemists in the investigation and determination of impairment for >500 miles of Missouri streams. Located in rural Missouri, the projects utilized all forms of chemical, physical and biological evaluation for determining ecosystem integrity and function.
  • Smith Creek Wetland & Stream Mitigation Bank – Moniteau County, Missouri Mr. Goodin is in charge of aquatic biological analysis, species confirmation, and stream habitat characterization for this 170-acre project which will restore and enhance a 300 foot riparian buffer to more than 2,800 linear feet of a perennial stream as well as create tens of acres of floodplain wetlands.
