Terra Technologies, Inc. was retained by Videojet Technologies, Inc. (Videojet) for Project Management and oversight services to properly abate friable asbestos containing material previously identified at the B Street facility in Belleville, Illinois. Asbestos at concentrations greater than one percent by weight was detected in the four types of friable materials: 2x4 ceiling tile, mudded pipefittings, black pipe wrap material, and was assumed to be present in vibration joint cloth on an air handling unit.
The 2x4 ceiling tile, which contains amosite, has the greatest risk for human health. It is easily accessible, contains amosite (which is frequently reported as being one of the more hazardous forms of asbestos) and can easily produce dust whenever the tiles are lifted. The mudded fittings also contain amosite asbestos but are not quite as accessible, making the fittings slightly less of a health risk.
Bellon Environmental Company was retained to perform the asbestos abatement activities. All ACM materials were removed under controlled conditions. Bellon Environmental submitted the required Asbestos Notification form to the Illinois Environmental Protection Agency (IEPA) and obtained a removal permit prior to the start of abatement activities. The removal of the ceiling tiles required gross removal techniques. This required the use of a full containment. The containment was constructed with two layers of 6-mil polyethylene sheeting on all floors and walls, along with a three-compartment decontamination chamber. The chamber included a triple-flapped, overlapping entrance, a dirty or equipment room, a shower room equipped with a HEPA-filtered drain, and a clean room for changing purposes.
Negative air equipment was provided inside the contained area in order to achieve a minimum of four air changes per hour and a minimum of 0.01 inches of water negative pressure. Gross removal techniques were utilized, which included wetting of all asbestos-containing materials with amended water. All removed material was double-bagged and appropriately labeled as asbestos-containing waste. Once all materials were removed from the contained area, a final cleaning was performed. All surfaces were wet-wiped and HEPA-vacuumed clean. Proper glovebagging techniques were used to remove the mudded pipe fitting and pipe insulation.
Air sampling included area samples, samples inside and outside of containments and glovebags and field blanks. Personnel air monitoring for the Bellon abatement personnel was also performed for OSHA compliance. Clearance air monitoring was also performed. |
