Terra Technologies was retained by the City of Pine Lawn to conduct a Phase I Environmental Site Assessment (ESA) of an abandoned facility in the City of Pine Lawn, St. Louis County, Missouri. The purpose of Terra Technologies’ Phase I ESA was to evaluate whether current or historical activities on or near the Subject Property may have resulted in contamination by hazardous substances or wastes, also known as “Recognized Environmental Conditions”.  The Phase I ESA was performed as part of Brownfields Program application as the City desired to obtain the building as the new City Hall.  

Several Recognized Environmental Conditions were identified as part of the Phase I ESA.   Based on a review of Sanborn fire insurance maps and city directories, the Subject Property was identified as a filling station from at least 1931 through 1980 and was identified as an auto repair shop from at least 1931 through 1965.  Due to the typical storage and usage of petroleum products, solvents, paints, etc. and underground storage tanks at these types of facilities, the longtime operation of the Subject Property as a filling station and auto repair facility represented a Recognized Environmental Condition to the Subject Property.  

The database review revealed that the Subject Property was identified on the Missouri Department of Natural Resources SPILLs list.   The database indicated that a private contractor encountered underground storage tanks during an excavation and that gasoline impacted soil was observed.  During the site reconnaissance, an area was observed to have been cut out of the asphalt lot and a separate area was patched immediately south of one of the overhead garage doors at the front of the facility.  

In addition, based on a review of Sanborn fire insurance maps and city directories, the adjacent property immediately west and upgradient of the Subject Property was identified as a filling station in 1931 and an auto repair facility from at least 1931 through 1980.  

Several Environmental Concerns associated with the Subject Property including the presence of numerous drums and containers of petroleum products and solvents and other adjoining properties of concern.  In addition, a visual asbestos survey identified several friable and non-friable asbestos-containing building materials that would have to be removed prior to demolition/renovation in order to comply with the requirements of the USEPA’s National Emission Standards for Hazardous Air Pollutants (NESHAP’s).
