MDNR Brownfields / Voluntary Cleanup

Terra Technologies, Inc. was retained by Loop Center North, LLC to provide environmental engineering support for remedial actions associated with the removal of underground storage tanks and lifts as well as other environmental issues at the former Yellow Cab Company site located in the City of St. Louis, Missouri. According to a previous Phase I ESA report, the site was occupied by a Motor Company from at least 1936 to 1956 and a Yellow Cab Company site from at least 1960 through 1998. The Phase I identified four underground storage tanks and four hydraulic lifts at the site as well as several potential other environmental concerns.

On behalf of the client, Terra Technologies prepared an application to enter the Brownfields/Voluntary Cleanup Program of the Missouri Department of Natural Resources (MDNR). Once accepted into the program, Terra Technologies prepared a Remedial Action Plan (RAP) to direct the remedial actions at the site.

Prior to building demolition activities, asbestos abatement was performed to remove floor tile and mastic, transite piping and siding and miscellaneous other asbestos containing materials. In addition, light bulb and ballast removal was performed along with Freon removal. Following building demolition activities, the hydraulic lifts were removed and scrapped. The four underground storage tanks were then removed and the tank systems were found to have leaked and a total of approximately 2,000-tons of petroleum impacted soil was properly removed and disposed. Post excavation confirmatory soil sampling ultimately confirmed complete removal of soil impacted with petroleum hydrocarbons exceeding the Missouri Risk Based Corrective Action (MRBCA) guidance.

The MDNR issued a Certificate of Completion for the Site which allows for site development to occur with no restrictions on future use.
