Terra Technologies was retained by Northstar Management Co., LLC on behalf of City Academy to perform site investigation activities followed by oversight of remedial actions at the planned City Academy facility. The planned City Academy facility consisted of two separate properties located on North Kingshighway in the City of St. Louis.
The two buildings located on the two properties were planned for demolition to allow for the construction of a school. Due diligence environmental investigations were conducted as part of the property transaction process for acquisition of the two properties. A large area of petroleum impacted soil was identified due to releases from former aboveground storage tanks. Terra Technologies performed an additional Phase II Environmental Investigation to determine whether groundwater impact existed associated with the one of the properties and whether releases from potential underground storage tanks (UST's) or historical industrial operations impacted the surrounding subsurface at the other property. Based on the information obtained as part of this final investigation, Terra Technologies prepared Bid Specifications to address the environmental concerns identified as well as the building demolitions.
Remedial actions were performed prior to building demolitions and included: removal of asbestos containing materials and hazardous materials from the buildings, removal of railroad ties and excavation and removal of petroleum hydrocarbon impacted soil associated with the one of the buildings. In addition, a minor amount of impacted soil was encountered beneath the northwest portion of the other building, which was also excavated and removed. All soil determined to be contaminated was removed, transported and disposed in accordance local, state and Federal regulations. A total of 3,477.12 tons of petroleum impacted material was properly transported from the Site and disposed. Post excavation confirmatory soil samples were collected from the base and sidewalls of the excavation to verify completeness of excavation activities. The soil sample concentrations from the remedial actions were compared to the Cleanup Levels for Missouri (CALM) guidance document. |
