Terra Technologies Completes Clean Water Act Permitting For The Extension Of Stardust Drive Roadway In Hannibal Missouri

David Flick, Founder and Principal, is pleased to announce the firm’s completion of Clean Water Act Section 404 and 401 permitting for the extension of the Stardust Drive roadway in Hannibal, Missouri. Shane Staten (Senior Wetland Ecologist) and Danny DeAngelo (Environmental Scientist) completed a Jurisdictional Assessment of any potential streams, wetlands and ponds within the roadway’s footprint and submitted the necessary documentation to the appropriate regulatory agencies on behalf of the City of Hannibal. The City subsequently received Clean Water Act Section 404 permit authorization from the Rock Island District of the U.S. Army Corps of Engineers and Section 401 water quality certification from the Missouri Department of Natural Resources.

 

The site’s Jurisdictional Assessment found five wetlands totaling 0.673 acre, 72 linear feet of one intermittent stream and 225 linear feet of an ephemeral stream within the project area. The mapping of the site’s wetlands was particularly complex because of the presence of numerous stands of wetland vegetation that upon further inspection lacked the other indicators of wetland conditions. As a result of Terra Technologies’ in-depth knowledge of wetland delineation techniques, most of these areas that initially appeared to be wetlands were correctly determined to not be so. Additionally, because of the information provided by Terra Technologies showing a lack of a surface water connection to downstream jurisdictional waters, four of the five wetlands were ruled to be outside of the jurisdiction of the Clean Water Act and the project was able to proceed without requiring any mitigation for the small amount of remaining impacts caused by the roadway crossing the intermittent stream.
