Oklahoma In-Lieu Fee Program on Public Notice
David Flick, principal and founder of Terra Technologies, is proud to announce the issuance of a Public Notice by the Tulsa District of the U.S. Army Corps of Engineers for the proposed establishment and operation of the Terra Foundation’s Oklahoma In-Lieu Fee Stream & Wetland Mitigation Program. This in-lieu fee program is proposed as a primary option to provide compensatory mitigation for impacts to waters of the United States throughout the State of Oklahoma. Under the program, centralized in-lieu fee mitigation project sites would be established that would restore, establish, enhance and preserve jurisdictional streams, wetlands, riparian areas, lakes, and ponds. These activities will improve and maintain the chemical, physical, and biological integrity of Oklahoma’s aquatic resources.
The Terra Foundation has enlisted the expertise of the scientists and engineers at Terra Technologies for services related to the development of an in-lieu fee program instrument because of the firm’s significant experience with the creation of in-lieu fee program instruments and mitigation banking instruments. Terra Technologies has helped guide two approved and twelve proposed in-lieu fee programs or wetland and stream mitigation banks through the regulatory approval process.
The public notice will expire on May 24, 2011.
