Press Release:

Atchison County Wholesale Water Commission Receives
Clearance for National Historic Water Line Project

Tuesday May 18, 2010

David Flick, Principal and Founder, announces the firm has successfully completed project clearance under Section 106 of the National Historic Preservation Act for construction of new water lines, a water treatment plant, and well sites by the Atchison County Wholesale Water Commission in rural Atchison County, Missouri. Sections 404 and 401 of the Clean Water Act require applicants to maintain compliance with all federal regulations, including Section 106, as a general permit condition. Terra Technologies, Inc., with technical assistance from the Environmental Research Center of Missouri, Inc. (ERC), submitted a Phase I Cultural Resources Report to regulatory agencies including the Missouri Department of Natural Resources (DNR) and US Army Corps of Engineers for their review and approval.

During March 2010 the Phase I cultural resource survey was carried out on over 1000 acres of land in rural Atchison County. The project area included the proposed locations of the proposed buried waterlines, the water treatment site, and the water well site. The investigation identified the presence of two previously unrecorded prehistoric archaeological sites that were recommended for possible listing on the National Register of Historic Places. In response, the water line was moved to avoid the potentially historic sites, and the project received Section 106 Clearance.
